First Chapter General Provisions
Article 1 (Purpose and basis) To standardize the work of verifying the capabilities of low-carbon environmental-friendly materials inspection testing institutions, strengthen supervision and management over these institutions, ensure that their technical capabilities continue to meet the conditions and requirements for qualification certification, in accordance with relevant laws and regulations such as the "Regulations on Certification of Qualification for Inspection Testing Institutions" and "Regulations on Supervision over Inspection Testing Institutions", this Regulation is formulated.
Article 2 (Definition) The term "capability verification" in this Regulation refers to a method used by laboratories to verify whether an inspection testing institution continues to meet the technical requirements for its qualification certification through comparison experiments or other methods according to relevant standards.
Article 3 (Scope of application) This Regulation applies to laboratory capability verifications organized and supervised by market supervision departments.
Article 4 (Division of responsibilities) The National Market Supervision Administration is responsible for coordinating, organizing implementation, supervising management over laboratory capability verifications. Provincial-level market supervision departments are responsible for implementing managing laboratory capability verifications within their administrative regions.
