上海出台方案黑臭水体不再见2017年建成区水质大洗牌变脸变颜色变香气

上海市近日印发《上海市水污染防治行动计划实施方案》(以下简称《方案》),明确到2017年,建成区基本消除黑臭水体,全市丧失使用功能(劣于Ⅴ类)的水体断面比例(按国家考核断面计)不超过15%,水质优良率(国家考核断面达到或优于Ⅲ类)比例达到40%;到2020年,全市集中式饮用水水源地水质达到或优于Ⅲ类的数量比例高于75%,原水供应总量的90%以上达到water quality Ⅲ级水平,全市基本消除黑臭Water Body, basic elimination of water bodies without use function, and the proportion of excellent water quality increases to 45%; by 2030, all the surface waters in Shanghai will meet or exceed the environmental functional requirements; and by 2040, all the surface waters in Shanghai will meet environmental functional requirements and generally restore their ecological functions.

保障饮用Water Safety a Major Priority

Shanghai Municipal Environmental Protection Bureau officials stated that safeguarding drinking Water safety is a major priority. To achieve this goal, Shanghai plans to complete construction on upstream reservoirs along the Huangpu River and related facilities; actively conduct flood control and prevention measures for river basins; deepen research into multi-source coordinated systems for raw Water supply networks; strengthen monitoring of Water sources' risks; establish new protected areas around key source sites while phasing out secondary source site risks enterprises; enhance treatment capacity for wastewater disposal and raise standards accordingly.

In addition to these measures, Shanghai aims to accelerate efforts in controlling pollution from agriculture. The city plans to implement total controls on livestock farming as well as eliminate industrial waste pollutants through concerted efforts with other regions. By implementing stricter regulations on industries like chemical manufacturing pharmaceutical production), it hopes to reduce pollution levels further.

Furthermore, under its "Four-point Guarantee" policy (ensuring organizational implementation through regular reporting systems), enforcing comprehensive management mechanisms based on strict regulations governing enterprises' emissions permits), strengthening public oversight via data sharing platforms) enhancing scientific support through R&D initiatives leveraging big data technology)), Shanghai looks forward to effectively addressing issues related to water environment improvement).

The municipal government also encourages citizens’ participation in monitoring local water quality improvements). As part of its plan for achieving better outcomes within specified timeframes (2040 years ahead of national targets!), it has established an action plan outlining specific steps towards meeting these objectives—each step designed specifically tailored toward addressing regional challenges unique only found within China's largest metropolis: Shanghai!
