污水处理费不再一刀切揭开生态文明的阶梯之谜

在市十四届会第十五次会议上，副市长林克庆作了关于“推进流域水系综合治理、提高水环境质量”议案办理情况的报告。林克庆表示，力争通过三年治污行动，到2016年基本解决重点河段污水直排入河及河道“脏、乱、臭”问题。

针对污水治理和污水资源化利用问题，市农村委员会主任委员安钢建议：在现行水价内加大污水处理费的比重，并与水价同步采取阶梯收费方式。

全市每天百万吨污水直排

本市实施了清河、凉水河综合整治试点。另外，制定昌平、顺义、朝阳“三区交界”23.5平方公里清河口雨洪湿地公园和18.8平方公里北运河颜芳淀湿地规划。启动温榆河污水直排整治工程。海淀区实施南沙河截污工程，2015年还清南沙河。

但全市water环境总体状况还是令人堪忧，

林克庆指出，现在river湖环境用water主要依靠再生water补充，river湖纳pollutant能力十分有限。

另外，

pollutant处理厂建设滞后于城市发展，

pollutant收集管网覆盖不全等。

Linkeqing also revealed that the city will launch strictest water resources management examination methods this year; meanwhile regulate construction projects without access to source water conditions or excessive groundwater extraction areas or without independent sewage facilities construction not approved.

Additionally establish complete mechanism for joint prevention against air and water pollution with dynamic monitoring cooperation among Beijing-Tianjin-Hebei regions.

An Gang proposed that pollutant processing fees should adopt tiered pricing structure: compile urban drainage system planning and pollutant processing facility construction plans; specify implementation timeframes. Next year first clear distribution sources reasons for direct discharge pollutants between 80 million to 100 million tons; set up detailed account book prepare governance plan start unconnected small community's entry project into municipal sewerage network.

"No land plots without main trunk sewers covered can be traded;

without connection conditions or wastewater treatment plants already at full capacity areas must build own wastewater treatment facilities otherwise cannot approve new expansions;

unconnected development projects failing emission standards cannot sell."

Another suggestion is adjusting current price levels increase proportionally wastewater handling fees make them competitive prices level create marketization conditions for wastewater handling services.

Recommend transforming old-built-for-destruction-and-reconstruction systems into government investments construct large-scale municipal sewage channels build along-the-river interception pipelines next year focus on pushing forward main trunk pipeline network's building renovation from pollution control action scheme planning (1,290 km).
