生态保护红线前行污水治理之舞阶梯收费奏响清洁地球的赞歌

在市十四届会第十五次会议上，副市长林克庆作了关于“推进流域水系综合治理、提高水环境质量”议案办理情况的报告。林克庆表示，力争通过三年治污行动，到2016年基本解决重点河段污水直排入河及河道“脏、乱、臭”问题。针对污水治理和污水资源化利用问题，市农村委员会主任委员安钢建议：在现行水价内加大污水处理费的比重，并与水价同步采取阶梯收费方式。

本市实施了清河、凉水河综合整治试点。另外，制定昌平、顺义、朝阳“三区交界”23.5平方公里清河口雨洪湿地公园和18.8平方公里北运海颜芳淀湿地规划。启动温榆河污水直排整治工程。海淀区实施南沙河截 polluted engineering, 2015年还清南沙 river.

但全市 water environment 总体状况还是令人堪忧，林克庆指出，现在 river lake use water mainly depends on reclaimed water replenishment, river lake pollution capacity is very limited. Besides, sewage treatment plant construction lags behind urban development, sewage collection pipe network coverage is not complete etc.

"Every day in the city there are still 80 million to 100 million tons of untreated sewage directly discharged into rivers and lakes." City Rural Committee Director General An Gang pointed out a series of problems at the meeting. For example, the overall water quality of the Beiyun River basin remains at Grade V; small rivers such as Xiao Taohua River and Xiao Long River are polluted with raw sewage; and many newly built residential areas and units along the outskirts of Beijing's fourth ring road do not connect to municipal sewerage systems and discharge untreated sewage into rivers.

Lin Keqing also revealed that Beijing will soon establish its most stringent system for managing water resources through strict examination methods. The city will prohibit projects without access to clean drinking water sources or excessive groundwater extraction from being approved if they do not build their own wastewater treatment facilities themselves. Furthermore, it plans to set up an effective cooperation mechanism for source protection and reasonable allocation of water resources among Beijing-Tianjin-Hebei regions as well as dynamic monitoring against joint prevention measures against pollution.

An Gang suggested implementing a tiered pricing system for wastewater treatment fees within existing price frameworks while synchronizing them with changes in tap-water prices. He recommended clarifying distribution patterns for direct discharges exceeding 80 million tons per day by next year before drafting detailed rectification plans one by one based on these findings starting from next year’s work plan implementation period during which major pipeline infrastructure construction should begin accordingly so that more than half (1290 km) can be completed within two years after completing all necessary preparatory work such as surveying routes where new pipelines need building because some parts already have them but others don't yet have any pipes laid down yet either way though this could take time because we want things done right first before doing anything else like putting money together quickly just hoping nothing bad happens later when people start moving around again especially since no one knows what kind of mess might come out due too much pressure put onto certain spots so let's hope nobody gets sick from contaminated air while waiting outside during rush hour traffic jams caused by hundreds thousands vehicles passing through crowded roads filled up tightly packed buildings towering over headlights shining brightly night lights reflecting off windows making whole scene look like something straight out sci-fi movie scene!
